For decades, John Vaughn has dedicated his career to strengthening communities, building meaningful partnerships, and creating opportunities that improve people’s lives. As he prepares to retire at the end of August, Fresh Energy is celebrating his extraordinary contributions to community development, economic opportunity, and clean energy innovation, as well as the lasting impact he has made on communities across Minnesota and among his colleagues and partners.
Much of John’s career has been dedicated to strengthening communities through economic and community development. He served as executive director of organizations including the East Side Neighborhood Development Company and Dayton’s Bluff Community Council in Saint Paul, as well as the Northeast Community Development Corporation in Minneapolis. Throughout his work, John has been a tireless advocate for ensuring communities have the resources and investment they need and deserve to thrive.
In 2019, John brought his community development expertise into the renewable energy sector, joining the Rural Renewable Energy Alliance (RREAL) as executive director. There, he focused on using solar energy to help build wealth in northern and central Minnesota while helping create workforce development opportunities, including partnerships that established nationally-certified solar technician training programs.
John joined Fresh Energy in 2023 and set to work expanding Fresh Energy’s approach to facilitating financing for an equitable clean energy transition and ensuring underserved communities could access state and federal clean energy investments. His work connected communities, local leaders, nonprofits, financial institutions, and policymakers to create new pathways for clean energy, economic development, and workforce opportunity.
During his time at Fresh Energy, John’s skill as a connector became integral to our work. He played a key role in building relationships and partnerships across the state, helping advance community-led clean energy projects and supporting innovative financing solutions through the Minnesota Climate Innovation Finance Authority (MnCIFA). He also helped spark important conversations about rural economic development and clean energy through initiatives such as the Renew Highway 2 Tour and partnerships with organizations like Empower Crookston. This year, John’s impact was recognized with the 2026 Individual Adaptation Award from the University of Minnesota Climate Adaptation Partnership, honoring his work building community-led systems that strengthen climate resilience while creating economic opportunity.
John’s impact at Fresh Energy extends far beyond any single project. His work has helped advance Fresh Energy’s vision of a clean energy future that works for all Minnesotans, and his commitment to putting community first has influenced colleagues and partners across the state.

John has spent the summer wrapping up his projects and transitioning relationships to staff who will strive to carry on his approach to community-based work after his retirement.
