Minnesota House targets 100% clean electricity law

On February 6, the Minnesota House introduced a bill (House File 9) to undermine Minnesota’s landmark 100% clean electricity law, which was put in place in 2023. Learn more about 100%.

Fresh Energy and our partners have swiftly activated to step up and defend 100% and Minnesota’s path to reliable and affordable clean electricity. However, our elected leaders need to hear from their constituents.

It was because of actions from Minnesotans like you that 100% passed in 2023, and it is actions from Minnesotans like you that will defend Minnesota’s clean energy future and path toward clean electricity.

It’s imperative that Minnesotans who support our state’s clean energy future speak up in support of 100% clean electricity now, especially because hearings are being held on House File 9.

Minnesota has a well-established track record of public policy support for affordable clean energy. When Minnesota’s first renewable energy standard was passed in 2007, there were concerns from some stakeholders about both affordability and feasibility. In reality, Minnesota’s utilities successfully met full compliance with the standard nearly seven years early without significant adverse impacts on electricity rates. Minnesota’s utilities, energy stakeholders, and regulators have shown that they are clearly up to the job.

The 100% law is a much more recent landmark piece of public policy. It’s important to remember that it is still quite new; Minnesota’s 100% law was just passed in 2023, barely two years ago. The law is still being implemented, and we still have more than five years until the first compliance benchmark. The law was also designed flexibly, with reasonable off-ramps and compliance mechanisms that have yet to be requested. While Minnesota’s energy landscape is dynamic and demand needs can and do change, the 100% law anticipated this in its design.
