Will is a Director, Clean Electricity and joined the Fresh Energy team in 2024. In his role, Will works with Fresh Energy’s partners to accelerate Minnesota’s transition to a zero-carbon electric grid, primarily through engaging in the regulatory process at the Minnesota Public Utilities Commission.
Prior to Fresh Energy, Will was on staff at the Oregon Public Utility Commission where he led dockets related to utility resource planning and procurement. In this role, Will worked with a diverse range of stakeholders to implement the state’s clean energy policies and make progress toward its ambitious emissions reduction targets. He has expertise in integrated resource planning, demand-side management, and clean energy procurement.
Will has a Bachelor of Science from the University of Wisconsin-Madison and a Master of Public Policy from Harvard Kennedy School. Prior to graduate school, he worked as a policy research consultant, using research and analysis to inform policy and program decisions. He is passionate about the intersection of data, research, and policy.
Outside of work, Will enjoys all forms of outdoor recreation, especially biking and trail running. He is an aspiring gardener and is learning how to restore old bicycles. Will is excited that living in the Twin Cities brings him closer to his family, the Boundary Waters, and the Milwaukee Brewers.
