Claudia is Senior Associate, Transmission Policy and came to Fresh Energy in the summer of 2026. In her role on the Electricity team, Claudia focuses on advancing policy related to transmission planning, reliable operations, and wholesale market design with a focus on the Midcontinent Independent System Operator (MISO) and Southwest Power Pool (SPP) — both key Regional Transmission Organizations (RTOs) in the Midwest.
Claudia recently earned a Master of Science (Tech) in Circular Economy with a minor in Energy Technology from LUT University in Finland on a Fulbright Grant. Her master’s thesis was on mitigating tensions between wind farm operation and biodiversity using an updated mitigation hierarch framework. The work was done in junction with EKOenergy, a Finnish non-profit ecolabel for renewable energy and LUT University.
Before pursuing her master’s degree, Claudia attended the College of Wooster in Ohio. She graduated with a Bachelor of Arts in Economics with a minor in Mathematics. Claudia became interested in environmental and climate issues during her environmental economics course and completed her bachelor’s independent study on the public medical health expenditure associated with air pollution (PM2.5) in the Midwest region of the United States.
Originally from the Twin Cities, Claudia is excited to join Minnesota’s vibrant network of advocates working on energy sector in Minnesota and beyond. In her free time, she enjoys playing soccer, reading, and traveling.
