Allen Gleckner

Allen Gleckner guides Fresh Energy’s policy development and advocacy for electricity, buildings, and before the Minnesota Public Utilities Commission, in his role as Chief Policy Officer. He is also a member of Fresh Energy’s Executive Leadership Team helping to steer the organization’s strategy and budget.

As a technical policy expert, Allen identifies and leads the Electricity team’s work on key dockets at the Minnesota Public Utilities Commission and participation in the Midcontinent Independent System Operator’s stakeholder process. He oversees participation and expert testimony by Fresh Energy staff and consultants as well as providing technical support for partners and coalitions. Allen is a state and regional expert on clean energy in the electric system, transmission planning and wholesale electricity markets, utility business models, and other issues. Beyond the electric sector, Allen steers Fresh Energy’s overall approach to achieving our mission and vision through regulatory action.

A member of the Fresh Energy team since 2014, Allen previously worked as Staff Attorney at the Environmental Law and Policy Center. Allen graduated Summa Cum Laude from Washington University in St. Louis with a bachelor’s degree in political science and holds a Juris Doctor from Stanford Law School. He is a licensed attorney and member of the Minnesota Bar Association’s Public Utility Law Section. Allen is also an avid mountain biker and reluctant Twins fan, which he tries to fit in around family time.
