Defend Minnesota’s 100% clean electricity law

In 2023, the Minnesota Legislature passed the landmark 100% carbon free electricity law. Since then, Minnesota utilities and regulators have been hard at work forging the path to 2040 by investing in new projects that increase reliability and reduce carbon emissions from electricity. The 100% clean electricity law is now the foundation for energy policy in Minnesota, driving economic investments, while providing certainty for Minnesotans, utilities, and regulators in the direction of Minnesota’s energy future.

However, two bills introduced this year at the legislature put this future at risk. If passed, SF4463/HF4411 would repeal Minnesota’s landmark 100% carbon free electricity law, threatening Minnesota’s pathway to reliable, clean energy. Legislators must protect this future.

Minnesota utilities are implementing the 100% clean electricity law, making investments that ratchet down emissions from power generation while creating family-supporting jobs in clean energy and reducing impacts from volatile fossil fuel price spikes. The law was designed flexibly, with reasonable off-ramps and compliance mechanisms that have yet to be requested. While Minnesota’s energy landscape is dynamic and demand needs can and do change, the 100% law anticipated this in its design. Repealing the law now ignores that flexibility and keeps Minnesotans on the hook for costly, dirty, fossil fuel-powered electricity.
