As a senior policy associate on the Clean Electricity team, Rachel supports and leads advocacy on a portfolio of work related to decarbonizing Minnesota’s electricity sector. Her work helps to shape energy policy and implementation that drives toward a decarbonized, reliable, affordable, and equitable energy system. Rachel focuses on proceedings at the Minnesota Public Utilities Commission.

Prior to Fresh Energy, Rachel worked at the Iowa Utilities Board on the Regulatory Analysis Team where she worked on federal and regional topics with MISO and OMS, supported the Board on rate cases, reviewed large renewable energy projects, and engaged in advanced rate making. Rachel holds a bachelor’s degree in Energy and Sustainability Policy from Penn State and a master’s degree in Energy Regulation and Law from Vermont Law and Graduate School.

Rachel and her husband are thrilled to be back in their home state of Minnesota and plan to hike Minnesota’s many parks, trails, and natural spaces. In her spare time, Rachel enjoys cooking and baking new dishes, thrifting, and spending time outside with her dogs.
