Joe Dammel directs Fresh Energy’s work to decarbonize the natural gas system. In this role, Joe focuses on the transition away from fossil fuels and onto carbon-free electricity in buildings and on the transformation of the natural gas/dual-fuel utility business model. As a technical policy expert, Joe identifies and leads work on key dockets at the Minnesota Public Utilities Commission. Joe has expertise in the utility business model, gas infrastructure, performance metrics, electric vehicles, and more.
Joe joined Fresh Energy in July 2021. In his most recent role, Joe worked as a staff attorney at the Minnesota Pollution Control Agency, where he supported the agency’s air and climate work. Before that, Joe served as an assistant attorney general at the Minnesota Attorney General’s Office, where he advocated on behalf of residential and small business consumers before the Minnesota Public Utilities Commission. Joe holds a Bachelor of Science in environmental engineering from Michigan Technological University, a Juris Doctor from the University of Minnesota Law School, and a Master of Science in science, technology, and environmental policy from the University of Minnesota Humphrey School of Public Affairs. Joe currently serves as Secretary on the Minnesota State Bar Association’s Environmental, Natural Resources, and Energy section and as Chair of the 2022 Environmental Institute. In his personal time, Joe enjoys photography, kettlebells, and cooking.
