Fresh Energy is hiring a full-time director to lead our Energy Performance team. The Energy Performance Program Director leads Fresh Energy’s work to create an efficient, high performing energy system in Minnesota by shaping policy solutions, driving change in multiple areas, and actively collaborating with a network of allies and partners. This position leads on overall energy conservation strategy and is responsible for a portfolio of work to secure efficiency-related policy change at the state legislature, in the regulatory arena, and in other key forums. The Energy Performance Program Director oversees Fresh Energy’s Buildings staff and is responsible for steering the strategic direction of the department leading the planning and execution of the policy area’s programs, projects, reporting, and stakeholder engagement. Executive Director and the Chief Program Advancement Officer
A. Policy and Programs: Lead and manage Energy Performance department
- Plan, execute, and report on Energy Performance program work, including objectives, strategies, and tactics.
- Create and manage the annual budget for the program.
- Actively engage in relationships with foundation supporters and ensure commitments to funders are met or exceeded.
- Propose, guide, and conduct policy, legislative, legal, technical, and financial analysis conducted as related to policy proposals, changes, and approaches.
- Make written and oral presentations to policy makers, collaborators, community groups, and other parties that are key to the program’s mission.
- In collaboration with the communications department, create and publish reports, white papers, web content, e-newsletters, and other program information. Also work to optimize media coverage of program goals, activities, and successes; this may include media interviews as well as writing op-ed pieces, and also includes the recruitment and training of effective messengers.
- Support enhancement of organizational excellence by establishing or updating annual targets, timelines, and resources needed to achieve strategic goals, proactively recommending and driving improvements as necessary; set standards for accountability and measurements of success.
- Supervise program staff in the Energy Performance department and their supervision of staff, through leading, coaching, and further developing them as appropriate to enable and maintain professional development and high performance.
- As appropriate, retain, and manage program sub-contractors.
- Serve on the director team of the organization.
B. Director Team Member
- Contribute to the development of Fresh Energy’s Strategic Framework’s strategic initiatives; shape and drive the strategic agenda for your program area, including the development, execution, and progress reporting of three-year goals and one-year targets.
- Maintain continuous lines of communication, keeping the organization’s executives and other directors informed of all critical issues, maintaining confidentiality as appropriate.
- Propagate an organizational culture and model behavior that is consistent with Fresh Energy’s core values; a critical part of achieving our mission is by living the values we endorse.
- Provide leadership in Fresh Energy’s efforts to build a diverse staff, board, and partnership network, seeking out, welcoming, and providing a supportive environment for diverse voices and backgrounds.
- Inspire and engage in efforts that ensure continuous improvement of the organization overall.
- Represent the interests of non-director level staff in your portfolio area and ensure two-way communication flow between the director team and staff on all pertinent topics/information.
- Direct the development and execution of the annual program budget, in consultation with finance staff. Monitor actual operating expenses compared to planned budget, communicate discrepancies, and work to bring actual assigned resource allocations and associated spending into line with budget and actual resources available.
- Maintain a high level of performance, meeting or exceeding performance expectations, at all times.

D. Other duties as assigned.
Our hiring process and timeline
- We will review applications on a rolling basis until the position is filled.
- Our hiring team will select finalists to interview in-person.
- Finalists will be invited to a second-round interview; at that time, we will ask for three references and two work samples relevant to this position, e.g. a technical paper, a professional writing sample, or other relevant materials.
- Ideally the selected candidate would begin work in September.

- Bachelor’s Degree and five years of experience in energy policy, with a focus on energy efficiency; knowledge of Minnesota’s Conservation Improvement Program (CIP) or other state utility efficiency program policy preferred.
- Demonstrated experience developing and leading strategic programs or projects to achieve policy change.
- Strong track record as an advocate with experience at the state legislature, Public Utilities Commission, and/or other relevant decision-making bodies.
- Management/team leader experience using a coach approach and commitment to collaboration and effective coordination.
- Experience engaging, influencing, and partnering with a variety of stakeholders across different organizations and interests.
- Ability to conduct rigorous information-gathering and compile findings into easily digested and compelling formats.
- Planful and results-oriented.
- Excellent interpersonal skills and emotional intelligence.
- Strong written and verbal communication skills.
- Solid computer skills in Windows environment, including MS Office.
- Team player who desires working in an environment where working as a team is valued and practiced.
- Demonstrated ability to perform well in fast-paced environment.
- Ability to work occasional evenings/weekends is required.
- Persons in this position frequently lift, carry, push and/or pull objects weighing up to 20 pounds. They occasionally move objects weighing up to 50 pounds.
Compensation and benefits
- Starting salary range: $65,000-80,000 based on experience.
- Full-time, exempt position, working 40 hours per week. We believe in work-life balance and are committed to keeping the workload in alignment with the true hours worked.
- 24 days of PTO (increases each year of employment), 14 paid holidays, and a flexible, family-friendly schedule; plus summer Fridays, the office closes at noon.
- We provide medical and dental plans, additional voluntary vision, short- and long-term disability, life, AD&D insurance, paid parental leave, and 5 percent of annual salary contribution to 403(b) retirement plan after one year.
