Clean Cars Minnesota is a proposal to adopt two separate clean car standards to reduce greenhouse gas emissions and other harmful air pollution from vehicles in our state. Minnesota Pollution Control Agency (MPCA) is leading a 15-month process to listen to Minnesotans to ensure voices throughout the state are heard.
On Tuesday, December 17, MPCA will host a technical meeting (webinar only) to share more information about ways of establishing initial credit banks specific to the Zero-Emission Vehicle (ZEV) standard.

During the initial Request for Comment period, MPCA learned that many stakeholders are interested in learning more about options for establishing initial credit banks for the ZEV standard. This is one area in the rulemaking process where the MPCA has some flexibility.
The December 17 meeting will include presentations about two different systems, featuring representatives from:
- The state of Colorado, which adopted the ZEV standard in 2019
- The Canadian province of Québec, which implemented the ZEV standard beginning in January 2018
Attendees will hear about their respective credit systems and the potential effects of each, and include time for questions from the audience. MPCA will post a full agenda and copies of the presentation before the webinar begins.
