The U.S. Scientists and Economists' Call for Swift and Deep Cuts in Greenhouse Gas Emissions is a call to our nation's leaders to require immediate, deep reductions in heat-trapping emissions that cause global warming. The statement is endorsed by more than 1,700 scientists and economists with expertise relevant to our understanding of the scientific and economic dimensions of climate change, its impacts, and solutions. This marks the first time leading U.S. scientists and economists have joined together to make such an appeal.

Climate Stewardship Act of 2005

The Climate Stewardship Act of 2005 was introduced on February 10 "to provide for a program of scientific research on abrupt climate change, to accelerate the reduction of greenhouse gas emissions in the United States by establishing a market-driven system of greenhouse gas tradeable allowances, to limit greenhouse gas emissions in the United States and reduce dependence upon foreign oil, and ensure benefits to consumers from the trading in such allowances."

Analysis of Senate Amendment 2028, the Climate Stewardship Act of 2003 - Energy Information Administration (EIA), June 2004
The Climate Stewardship Act of 2003 (S.139) as introduced in January 2003, would establish a cap on emissions of greenhouse gases from covered sources that would be implemented in two phases beginning in 2010 and 2016 respectively. More recently, in October 2003, Senators McCain and Lieberman proposed an amended version of the bill [SA.2028] that included the first phase of emissions reductions beginning in 2010 but removed references to a second phase of reductions beginning in 2016. On May 11, 2004, Senator Landrieu asked EIA to evaluate SA.2028. This paper responds to that request, relying on the modeling methodology, data sources, and assumptions used to analyze the original bill.

This report, an official UN document, will be considered at a two-week meeting of the UN Climate Change Convention's 190 member governments from June 4-13, 2003. Its projections, which are based on data from 2000-2001, can help governments plan their future climate change strategies. The report finds that governments are adopting a more comprehensive set of policies and measures than they did several years ago for addressing their emissions. Examples include emissions trading, carbon taxes and green certificate trading. The greatest number of policies and measures are being applied to the energy sector.


New Dehli, India - WORLD CONFERENCE ON CLIMATE - 8th Session (COP8)

Anticipating that the Kyoto Protocol will come into effect in early 2003, the 185 member states of the UN Climate Change Convention are meeting in New Delhi from 23 October to 1 November to broaden the range of actions available to governments and civil society for addressing climate change. The Kyoto Protocol will enter into force 90 days after being ratified by 55 governments, including developed countries representing at least 55% of that group's 1990 carbon dioxide emissions. As of early October, 95 Parties have ratified, including developed countries accounting for 37.1% of CO2 emissions. The Russian Federation and several other countries are expected to ratify in the near future, pushing this percentage over the threshold.

The United Nations Framework Convention on Climate Change (UNFCCC) is meeting in Morocco to finalize the procedures and institutions needed to make the Kyoto Protocol fully operational. They will do this by negotiating a package of formal Conference decisions on the basis of political principles agreed by ministers and senior officials last July in Bonn. These decisions will also address how to increase the flow of financial and technological support to developing countries under the Climate Change Convention.
