Public Utilities Commission Generic Distributed Generation and Interconnection Proceeding -
In the Matter of Establishing Generic Standards for Utility Tariffs for Interconnection and Operation of Distributed Generation Facilities under Minnesota Laws 2001, Chapter 212 (Docket No. E-999/CI-01-1023)

The Minnesota Legislature has required that the PUC adopt standards for interconnection of distributed generation that uses natural gas or an equally clean or cleaner fuel under 10 MW in Minnesota that should remove some barriers to deployment of these technologies. These procedures have already been studied and adopted in other states. The method developed in Texas delineates the requirements for each party in a clear manner and should be adopted in Minnesota. For facilities that are 40 kW or larger and do not quality for net metering, interconnecting with their local utility requires a process that balances the costs, timeframe, and intricacies of developing an equitable, legal agreement between the two entities, while maintaining safety and quality standards. The ability of distributed generation technologies to "plug and play" will encourage deployment. Research is underway by the University of Minnesota, Electrical Engineering Department to assess the amount of distributed resources that the electric grid can feasibly handle.

Order Establishing Distrbuted Generation Standards - issued by the MN PUC, September 28, 2004
This order establishes technical interconnection standards for distributed energy projects of 10 MW or less and requires utilities to file proposed distributed generation tariffs for those projects within 90 days based on criteria established within the order.

Phase 2 - Distributed Generation Interconnection Report - May 22, 2003
This is a report by the MN Department of Commerce supplementing their February 3, 2003 report, adding technical standards relating to interconnection procedures, application forms, and agreements. The report was submitted to the MN Public Utilities Commission on May 22, 2003. Comments were due on this report by June 6, 2003


 

Xcel Energy's Distributed Generation Energy Tariff Proceeding
As part of the merger settlement agreements between Xcel Energy (formerly Northern States Power) and various parties, the utility was directed to submit a filing to the MN Public Utilities Commission to clarify and make it easier for distributed energy generation to be connected to their power grid.

Distributed Generation Standard Interconnection and Power Purchase Tariff - less than or equal to 2 MW; MPUC Tariff Section 10, sheets 36-72 (including interconnection requirements, power purchase contract, application to interconnect form for items 1-3, interconnection agreement).

General Distributed Generation Tariff - 0-40 kW net metered, all >2 MW up to 10 MW and any less than or equal to 2 MW situations and configurations not covered in #1 or #2 above; MPUC Section 9, sheets 1-12 (including general interconnection requirements and interconnection agreement.)
